<jar286>It's a provisional registration, with the purpose of preventing collisions. The real registration would come later and will have a real review. IEEE reviewers cam be pretty tough. <jar286>You can submit your own provisional registration; anyone can. <isd>The original preserves binary format has the nice property that all of the type tags are chosen such that they can't possibly be valid UTF-8 (and the text format is expected to be encoded in UTF-8), so you can tell whether you're working with binary or text forms just by looking at the first byte of the data. <isd>But yeah, my thinking is that since agoric is stuck with smallcaps, we might have a similar binary/text split, and smallcaps can be the text version
