<stikonas>and it turns out it affects lots of checksums (all the way up to GCC 10)

<stikonas>presumably static libraries that we build early then propagate till the end

<stikonas>there might be some further cleanup, but I'll do it once this is merged

<stikonas>those might not even need review. i.e. at the very least some older autotools are no longer required (something like autoconf 2.12)
